CDC’s workforce is growing
LIVING UP TO ITS MISSION of providing employment to residents of areas contiguous to the Clark Freeport Zone, Clark Development Corporation (CDC), the state-run corporation, headed by Noel F. Manankil gives them the opportunity to be employed by its locators and investors. Already, the number of workers inside the Zone is 107,000 and increasing.
Clark Development Corporation continues with its mission and has entered into alliances with the local government units adjacent to its principal place of business. It has in fact forged memoranda of agreement and designated focal persons to follow through applications for employment with the locators.
Mr. Frank Madlangbayan, a former vice president at CDC, is a consultant of the city government of Mabalacat in charge of facilitating employment opportunities of employable residents of Mabalacat City.
Other locations such as Bamban, Capas and Concepcion in Tarlac and Magalang, Sta. Ana and Arayat in Pampanga are given access to job openings inside Clark.
Per report given by CDC, the total number of employees from Mabalacat City as of July 1, 2017 was 23,695 or 22.82% of the total employment at Clark.

The Solo Parents Welfare Act of 2000. An ordinance (No. 51, series of 2016) has been enacted by the Sangguniang Panlungsod of Mabalacat which provides discounts and other incentives to solo parents pursuant to R. A. 8972, known as the Solo Parents Welfare Act of 2000.
The ordinance states that the local governance acknowledges the plight of the solo parents in providing decent living conditions for their children.
It aims to provide the benefits and privileges to solo parents and their children and “to develop a comprehensive package of social development and welfare services to be carried out by the City Social Welfare and Development Office as the lead agency with various agencies and NGOs acting as support groups”.
The ordinance is an important piece of legislation as it enchances the dignity and development of solo parents left alone with the sole responsibility of parenthood, a big task indeed.
It also involves business establishments as partners which shall provide the discounts, ranging from 5% to 10% or higher, or any other incentives or non-monetary incentives on purchases or services acquired by solo parents upon presentation of his or her identification card issued by the City Social Welfare and Development Office ( CSWDO) .
