PHILIPPINE National Police (PNP) chief Oscar Albayalde said Monday, April 23, that he has ordered the identification of the policemen who have been expressing their grievances against him through the social media.

Albayalde said he has directed the Directorate for Information and Communications Technology Management (DICTM) to conduct an investigation, identify his “bashers” and ask them to immediately report to his office.

Several negative comments against Albayalde were posted on the Facebook page “Buhay Lespu” (police life), which was created to allow police personnel to post their daily struggles and achievements.

“Alam mo yung sinasabi nila, how can they say that to a senior officer nila. See the attitude of our policemen? Makakapagsabi ka ng ganyan sa isang commander mo (If you can say those against your commander) so what kind of attitude do you have?,” he said.

“When we have the grievance committee, you can say what you want sa grievance committee or sabi ko nga my office is open to everybody kung sino gusto magsabi sa akin officially and unofficially. Hindi kailangan magsalita ng ganun to backfight. Hindi tama sa amin mag-backfight ka especially bina-backfight mo is your commander. Napakasamang ugali nun,” he added.

Albayalde said police personnel are entitled to freedom of expression but as a member of an organization, venting out negative comments should be made at the proper venue and before the appropriate body.

“Kami ay nasa uniformed personnel. We have the freedom of expression pero meron kaming pamamaraan how to express that. Now if they want to say anything without following the rules and regulations and policies of the organization, they can always get out of the organization and leave the organization,” he said.

“Ganun lang ‘yun (That's how it is). Kapag ikaw ay nasa (If you are in the) uniformed service, there are rules and regulations. There will be restrictions, you have to understand that. Hindi kami pwede kagaya ng iba na basta na lang ganun,” he added.

The newly-installed PNP chief said those who will be found guilty of bashing him may be charged for insubordination.
