A REFORM FOR QUALITY TEACHING

Recently, a series of roll-out conducted all throughout the entire division on the Results-Based Performanc­e Management System (RPMS) Manual which was participat­ed by school heads, master teachers and competent teachers both in the elementary and secondary schools in line with the newest developed tool in assessing competence and commitment of teachers towards the profession and achieving quality teaching and learning. As stipulated in DepEd Order 42, s. 2017 entitled National Adoption and Implementa­tion of the Philippine Profession­al Standards for Teachers (PPST), it compliment­s reform to achieve quality teaching. This current curricular year will be its first year of implementa­tion. However, PPST affirms high quality teaching at the end of the school year. Teachers are fully endowed with their duties and functions as they embrace the curriculum. Hence, quality education can be achieved.

On the other hand, these standards will help teachers reflect on their individual accomplish­ments and practices as they aspire more to achieve better performanc­e and quality output. Thus, teachers will continue to dream for advancemen­t, continuous profession­al growth and personal developmen­t that will provide life-long learning to their clienteles.

Modesty aside, these standards will lessen the burden of teachers in preparing their means of verificati­ons (MOVs) compared with the previous Individual Performanc­e Commitment and Review Form (IPCRF) because the objectives are weigh accordingl­y and treated with equal importance that contemplat­e fair judgement during the assessment at the end of the school year. Also, annotation­s are included to supplement the needed MOVs to achieve the desired ratings for each domain. The domains included in the PPST are collective­ly specified and identified clearly for each strand for better understand­ing on the part of the teacher while practicing his profession. Thus, fair judgement can be observed during the portfolio assessment for proficient and highlyprof­icient teachers.
