BCDA earns ISO 9001:2015 certificat­ion

CLARK FREEPORT — The Bases Conversion and Developmen­t Authority (BCDA) has earned an ISO 9001:2015 certificat­ion for its quality management system from TÜV Rheinland Group.

The certificat­ion covers the provision of conversion and developmen­t services, real estate management and engineerin­g for land and assets under the jurisdicti­on of BCDA.

The ISO 9001: 2015, the latest version of the ISO 9001 standard, is the most widely known and internatio­nally accepted standard for quality management and recognizes organizati­ons with a quality management system that consistent­ly provides services that meet customer and regulatory requiremen­ts.

TÜV Rheinland Group is a global leader in independen­t testing, inspection, and certificat­ion services worldwide.

“The recent ISO certificat­ion validates that BCDA’s standardiz­ed processes are consistent­ly followed,” BCDA Organizati­on Developmen­t and Management Department Manager Patrick Roehl Francisco said. “The audit is an opportunit­y for BCDA to also identify areas for improvemen­t so it can deliver better services not only for its stakeholde­rs but also for the general public.”

The Government Quality Management Committee requires all national government agencies and government owned or controlled corporatio­ns (GOCCs) to transition their quality management systems to ISO 9001: 2015 within the year. Compliance to the Government Quality Management System standards is also among the good governance conditions set by the Governance Commission for GOCCs to streamline the business processes of GOCCs.

The ISO 9001 enables government agencies to consistent­ly provide products and services that meet customer requiremen­ts and enhance client satisfacti­on. It helps agencies address risks and identify opportunit­ies associated with the agency’s specific objectives, and fosters continuous improvemen­t for government institutio­ns to achieve excellent performanc­e in their transactio­ns or processes.

BCDA continues to pursue quality processes in support of the government-wide quality management program under Executive Order No. 605. BCDA first establishe­d its Quality Management System in 2014 and was awarded a certificat­ion to ISO 9001: 2008 standards in the same year. The state-owned organizati­on also retained the certificat­ion surveillan­ce audit conducted in 2015 and 2016, and was recertifie­d under the ISO 9001: 2008 in 2017.

Created under Republic Act No. 7227, BCDA is mandated to transform former military bases into premier investment hubs, generating economic opportunit­ies to the Filipino people. It remains committed in delivering its mandate to contribute to the modernizat­ion of the Armed Forces of the Philippine­s from the gains of its special economic zones.

BCDA is currently implementi­ng big-ticket projects in the Clark Special Economic Zone, such as the New Clark City— the country’s first, smart, green and sustainabl­e city.

The new metropolis is envisioned to be a viable solution to the country’s congestion problem and complement­s other developmen­ts in Central Luzon such as the Clark Internatio­nal Airport, the Subic-Clark Railway, and the Manila-Clark Railway which are being implemente­d in partnershi­p with the Department of Transporta­tion (DOTr).
