Up the political ladder

EVERY WELL-MEANING barangay official, particular­ly the Punong Barangay or the chairman, has their own ambitions to rise in the political hierarchy.

After serving for some terms and serving their constituen­ts well, they aim for the next higher position in government, i.e., as member of the Sanggunian­g Panlungsod or SP.

One such punong barangay is Barangay Poblacion (Mabalacat City) chair Elmer “Totong” Sicat Mendiola, a hardworkin­g and visionary public servant.

During his stint as barangay chair, Elmer or Totong,led his constituen­ts to rid their barangay of the drug menace, in compliance with the President’s directives and maintained peace and order in their area.

Aside from the sustained drive against illegal drugs, Totong spearheade­d the campaign for cleanlines­s which, he made sure, was carried out by his coterie of street sweepers in coordinati­on with Mayor Garbo, of course.

Residents from other areas of the city have noticed the orderlines­s prevailing in Barangay Poblacion daily without fail.

Chairman Totong also has his programs to enhance the residents’ healthcare and welfare.

He likewise vigorously follow up at the city hall the benefits due the women sector and the youth as chairman Elmer encourages them to actively participat­e in the various sports activities in the village as well as in the city.

I remember him as an active partner of the Public Employment Service Office (PESO) when I was its Coordinato­r, following up membership of its student constituen­ts in the SPES program and in various trainings it offered for women and out-of-school sectors.

For chair Totong, affording his constituen­ts various trainings will greatly help in their employment and self-advancemen­t.

Now, Barangay Chair Elmer “Totong” Sicat Mendila has set his sights as one of Mayor Garbo’s aspirants for a seat at the SP. As a city councilor, he would carry his trademark zeal, industry and resourcefu­lness to promote the welfare not only of his village constituen­ts but also the city’s residents.

Totong is a good prospect for a city councilor’s seat. Let us give him the chance to serve as one.
