PCER BASIS FOR MOTHER TONGUE

One of the vision of the MTB-MLE is for relevant and Quality Education for all Children
Mother tongue is used in instruction and learning materials of other learning materials.
Kinder to Grade 3, the child dominant language is used as the language of learning.
The learners retain their ethnic identity, culture heritage, and valu es.
Children learn better and more active in class and learn a second language even facts when they are first taught in a language they understand.
Filipino and language proficiency is developed from Kinder to grade but very gradually.
The desired impact Impact of of the MTB is Learners are enjoying relevant and quality education which supports their hom,e languages and cultures;learning outcomes are improved countrywide; and the Philippines is succeeding in its goal for education for all.(Project Best,2015)
According to former Undersecretary of Education Isagani cruz that the immediate but not the only impetus for the national use of lingua francae or lingua francas and vernacular came from the 1998 PhilippineCommision for educational Reform(PCER), which recommend their use as one of only nine major reforms to improve Philippine education. The PCER stated: While reaffirming the Bilingual Education Policy and the improvement in the teaching of English and Filipino, this proposal aims to introduce the use of the regional lingua franca or vernacular in the medium of Instruction in Grade One”.(Philippine agenda for Educational Reform: The PCER Report 2000:60)
