ABALACAT CITY has

chosen as pilottesting area by the Department of Human Settlement and Urban Development and, by extension, the Housing and Land Use Regulatory Board for the land use and Zoning Information System development program pursuant to President Duterte's policy instructions in his SONA delivered last July 27, 2020.

The city was chosen for the system's pilot testing based on its approved Comprehensive Land Use Plan and Zoning Ordinance and internet connectivity and Geographic Information System capabilities. Mabalacat City is the first area to be chosen in the whole province of Pampanga, thanks to the excellent work of the CPDO under Rosan S. Paquia with the whole support of Mayor Crisostomo C. Garbo and the city's SP.

In a letter dated June 30, 2020 to Mayor Cris Garbo, DHSUD Region Iii Officer-in-charge Atty. Lyndon D. Juntilla informed the local chief executive that a Memorandum of Agreement will be sent to the latter for his perusal and approval should the idea of pilot testing of Mabalacat City for the land use and zoning information system project is acceptable to the city.

Despite the global pandemic, Mabalacat City has registered success in all its programs of progress for its constituents.

This could be mainly due to the focus and dedication of the men and women in the city government bureaucracy. It's a united and collective effort, as Rosan is wont to say.
