As these labeled with some handicappi­ng condition, is ‘ gray labels become familiar however, it soon becomes clear area’children. Hanging over all these attributes is the in the public mind and among profession­al educators unspoken that all these terms are most likely to be describing that the same groups who are being identified children students who are at risk.
