DEPED LAUNCHES NATIONAL LEARNING CAMP

In a monumental stride towards educational reform, the Department of Education (DepEd) has unveiled its latest initiative with the release of DepEd Order No. 14 s. 2023 on July 23, 2023. This landmark policy, titled "Policy Guidelines on the Implementation of the National Learning Camp," represents a pivotal component of the MATATAG: Bansang Makabata Makabansa agenda. With a steadfast commitment to closing learning gaps and fostering academic excellence, DepEd is set to revolutionize the educational landscape of the Philippines and ensure that every K to 12 learners in public elementary and secondary schools nationwide attains the desired learning standards.
Central to DepEd's mission is the National Learning Recovery Program (NLRP), a comprehensive initiative designed to elevate K to 12 learners in all public elementary and secondary schools to meet national learning standards. At the heart of the NLRP lies the National Learning Camp (NLC), a voluntary learning recovery program aimed at bolstering student achievement and bridging educational disparities. DepEd's commitment to the National Learning Recovery Program (NLRP) is further reinforced by the introduction of this policy. The NLRP seeks to bridge the learning gaps that have emerged because of various challenges faced during the previous school years. With the implementation of the NLC, DepEd endeavors to provide a platform for learners to recuperate, grow, and thrive academically.
Outlined within DepEd Order No. 14 s. 2023 are the meticulous guidelines for the implementation of the NLC. Scheduled to be offered during the end-of-school-year break, the NLC serves as a strategic intervention to complement previous learning efforts and provide a solid foundation for future academic gains and aims to complement the educational efforts of the previous academic year and lay a solid foundation for subsequent learning. Through the NLC, learners will have the opportunity to reinforce their knowledge, develop essential skills, and increase their overall academic competence.
With an emphasis on inclusivity and tailored support, learners are enrolled in one of three camps based on their specific needs: the Enhancement Camp, Consolidation Camp, or Intervention Camp. The Enhancement Camp caters to advanced learners, offering an enriched learning experience characterized by greater depth, breadth, and complexity of learning area competencies. Meanwhile, the Consolidation Camp provides further practice and application of previously taught competencies, facilitating a deeper understanding through real-world connections. For learners struggling with foundational mathematics or English skills, the Intervention Camp provides targeted support to ensure no student is left behind.
While the NLC primarily aims to enhance learner performance, it also recognizes the indispensable role teachers play in improving learning outcomes. The program has a dual purpose: not only does it strive to uplift learner performance, but it also seeks to strengthen the capacity of teachers. By providing teachers with the necessary resources, training, and support, DepEd aims to create a dynamic and empowering learning environment that fosters growth and development for both learners and educators.
To ensure the effective implementation of the NLC, DepEd Order No. 14 s. 2023 repeals, rescinds, or amends previous orders that may be inconsistent with its provisions. Specifically, DepEd Order No. 13 s. 2028 and DepEd Order No. 25 s. 2022, along with any other conflicting issuances, are superseded by this new policy. This consolidation of guidelines ensures a streamlined and cohesive approach to the implementation of remedial and advancement classes during the summer break under the K to 12 Basic Education Program.
