Del Mar mipadayag batok death penalty
NAG-UNA si Kong Rau Del Mar sa North District sa dakbayan sa Sugbo sa interpolasyon batok sa pagpabalik sa balaud nga silot sa kamatayon alang sa “heinous crimes” sa Ubos Balay-Balauranan niadtong Pebrero 8.
Si Del Mar, co-author sa R.A. 9346 Prohibiting the Imposition of Death Penalty nga napasar niadtong Hunyo 20, 2006 ubos sa pagpangamahan ni Kong. Edcel Lagman, niabli sa iyang pamahayag pinaagi sa pagkutlo sa pulong ni Pope Francis ug balaud sa tawhanong sa Batakang Balaud sa Pilipinas.
“The death penalty is unacceptable, however grave crime of the convicted person It is an offense to the inviolability of life and to the integrity of the human person; it is likewise contradicts God’s plan for individuals and societty….. but instead fosters vengeance,” tipik sa pamahayag ni Del Mar gikan sa pakigpulong sa Santo Papa atol sa tigom sa Oslo Norway bahin sa death penalty.
Gikutlo usab ni Del Mar ang Article III, Bill of Rights, Section 19 (1), diin nagsaysay nga “Excessive fines shall bot be imposed, nor cruel, degrading or inhuman punishment inflicted. Neither shall death penalty be imposed, unless for compelling reasons involving heinous crimes, the Congress hereafter provide for it. Any death penalty already imposed shall be reduced to reclusion perpetua.”
Si Del Mar ug mga kauban mingsupak sa House Bill No. 4727 nga nagtinguha sa pagpabalik sa Death Penalty on Certain Heinous Crimes Repealing R.A. No 9346 ug pag-amendar sa Act No. 3815.
Pipila sa mga punto ni Del Mar nagkanayon nga ang mga nagduso sa pagbalik sa silot nga kamatayon walay igong gihimo sa pag-amendar sa baladu gawas lang sa pagpuno sa matag probisyon sa sala sa pulong nga “To Death” o “Death”, sama sa “whereby the penalty of reclusion perpetua was amended to reclusion perpetua TO DEATH.”
Gawas pa, dugang ni Del Mar, ang heinous crimes nga gisaysay sa mga nagduso sa pagpabalik sa silot nga kamatayon nasukwahi sa bag-ong konsepto sa heinous crimes nga limitado sa “grevious offences like genocide or international terrorism where great masses of people are killed or when secutiry of the state is endangred.”
“The Death death penalty could punished the innocent and error is irreversible: biases against the poor,” dason ni Del Mar nga tungod sa kataas sa husay sa kaso nga gitawag nga ‘heinous cimes’, ang mga kabus dili makalahutay ug dili makarong sa korte.
