Ang maong EO girepaso sa Department of Finance, Department of Trade and Industry, National Economic and Development Authority ug sa Philippine Competition Commission aron pagseguro nga balanse kini alang sa panglawas ug ekonomiya.

Ang limitasyon sa presyo sa mga medesina anaa sa Republic Act No. 9502, ang Universally Accessible Cheaper and Quality Medicines Act of 2008 nga nag-ingon, “It is the policy of the State to protect public health and, when the public interest or circumstances of extreme urgency so require, it shall adopt appropriate measures to promote and ensure access to affordable quality drugs and medicines for all.”

Ang Section 17 niini nag-ingon, “The President of the Philippines, upon recommendation of the Secretary of the Department of Health, shall have the power to impose maximum retail prices over any or all drugs and medicines as enumerated in Section 23.”
Kon mapirmahan na sa pangulo ang maong EO, mahimo kining ipatuman gilayon kay way hukmanan, gawas lang sa Korte Suprema, nga makapahunong niini pinaagi sa preliminaru mandatory injunction.
Ang balaod nag-ingon, “No court, except the Supreme Court of the Philippines, shall issue any temporary restraining order or preliminary injunction or preliminary mandatory injunction that will prevent the immediate execution of the exercise of this power of the President of the Philippines.”
