PRO-7 chief believes Capa eyes star rank

While Cebu City Mayor Michael Rama wants to keep Senior Super-intendent Conrad Capa as head of Cebu City Police Office, the latter is apparently eyeing other positions, particular­ly one that has a rank of a general.

This was according to Police Regional Office7 Director Chief Super-intendent Prudencio Tom Bañas.

Bañas said that Capa may be aiming for a star rank officer and choosing to go with Rama’s wish may delay his ambition.

“If he stays with Cebu City he has to forego permanentl­y at that… his dream of being appointed as a star rank officer,” he added.

Bañas explained that it is Rama’s prerogativ­e as the city mayor to have someone of his choice to be the CCPO director. However, Bañas said he thinks Capa wants to become a general.

“That’s his prerogativ­e as a mayor but profession­ally, I also think t hat Senior Superinten­dent Capa, as part of his dream, also wants a star rank,” Bañas said.

Should he decide to apply for the position of CCPO director, Capa needs to put his intentions into writing, Bañas said.

However, Bañas had said in an earlier interview that Capa is overqualif­ied for t he position.

But before Capa could be appointed as permanent city director, his applicatio­n will be scrutinize­d by the Senior Officers Promotion and Placement Board of the national headquarte­rs.

Capa was quoted after the Sinulog celebrat i on as saying t hat he wanted to stay for another year.

Rama s ai d t hat he would not choose for a city director i n case a list is submitted to him because he believes that Capa is performing well.

Capa has been the officer- in- charge of CCPO for the past two months after Senior Superinten­dent Noli Romana was relieved from his post in December 2014.

He is also the deputy director for operations of PRO- 7.
