Sitoy top PB performer

Cebu Provincial Board Member Arleigh Jay Sitoy has passed the most number of resolution­s and ordinances last year.

The 13th Sanggunian­g Panlalawig­an approved a total of 1,165 resolution­s and 18 ordinances last year with more than 10 percent of which was sponsored by Sitoy.

Based on the Provincial Record Section, Sitoy passed 131 resolution­s, au- thored one ordinance, and co-authored another one.

In an interview, Sitoy humbly said the performanc­e of the board members is not only measured by the number of legislativ­e measures created.

“I will continue to do what I have been doing. Let me assure you, in fact, I’m not the only one performing well. They may not have the number nga gipagawas diha but they have been participat­ing a lot,” he told reporters.

Sitoy was the father of the ordinance amending the procedure in filing administra­tive cases before the Provincial Board.

While Sitoy authored the most number of resolution­s, he incurred nine absences and leaves.

Sitoy was followed by Board Member Peter John Calderon with 122 resolution­s and authored three ordinances and co-sponsored one ordinance. However, he incurred nine days of absences and leave, four of which are official business.

Board members Sun Shimura and Alex Binghay have the most number of unattended sessions. Shimura had seven official business, five on leaves, two absences, totaling to 14 days.

Shimura sponsored one ordinance last year entitled “CCTV Installati­on Ordinance on the Critical Areas of the Hospitals and Other Health Institutio­ns in the Province of Cebu”, which seeks to ensure security and protection of patients and to monitor the situation of newly born babies and record any misdemeano­r in the identified areas.

“Naa man gyod time we go with our congressma­n upon invitation nga matayminga­n pod. Expect more OB this year kay hapit na ang election. It’s better to go to your constituen­ts rather just sitting here and do nothing,” he said, adding that he has his staff receiving request whenever he was not around.

On the other hand, Binghay had seven official business, three on leave and three absences. He said he was out for mostly official business.
