Tommy has to get council approval first – Daluz

Cebu City Mayor Tomas Osmeña has to get first the approval of the City Council before he could sell a lot at the South Road Properties, said Councilor Jose Daluz III.

"Wala man sila'y authority to sell. As of now, they don't have. The first thing they do, ask the council for the authority to sell," said Daluz of the mayor.

The City Legal Office is now drafting the terms of reference for the sale of the 1.5-hectare Pond F lot at the SRP.

Daluz, former head of the technical working group of City Hall's committee on awards, said the terms of reference is also needed in asking for authority since it contains the details of the sale.

"Of course, when they ask the authority from the council, i-attach na nila ang TOR para makahibaw mi sa details sa bidding. Part na sa pagpangayo nila og authority to sell," he said.

Daluz, an ally of former mayor Michael Rama, clarified that he does not object to Osmeña's plan to sell the Pond F lot, saying he just wants to see its details.

"Of course with the council approval. Ako, I will not object the mayor kanang pagbaligya og 1.5 hectares. Ako lang, I want to see the details sa pagbaligya," he said.

City Legal Attorney Joseph Bernaldez has earlier said that they were already 60 percent done with the terms of reference.

He said he does not know yet if there are already potential buyers of the lot. He confirmed that as part of the process, the selling will have to go through the council for further approval.

Meanwhile, when sought for his comment on Osmeña's plan to rescind the sale of the 45.2 hectare SRP lot, Daluz said he will support this if the mayor could really sell the lots twice their price.

"Ang iyang (Osmeña) hambog man gud sa eleksyon P200,000 per square meter. I am willing to take the challenge of Tommy, I can support him if he can sell it to P200,000," he said.

As to the rescission, this should be agreed by SRP developers Filinvest Land, Inc., Ayala Land, Inc. and SM Prime Holdings, Inc.

"Rescission is mutual. Pwede g'yud na basta it should be mutual. All the parties should agree magulian, pila'y gusto sa SM nga ma-return ang kwarta, interest and everything. It cannot be done unitarily," the councilor said.

But for Daluz, he doesn't think that these companies would agree to the matter.

"I don't think so if SM, Ayala and Filinvest ganahan pa'ng mouli nuon . Di na ganahan mouli; they have to continue with the contract of course," he said.

Daluz further said the purpose of selling lots at SRP is to generate economic activity as well as help the Cebuanos since this will also provide them job opportunit­ies.
