Old traffic signal system still working?

SCATS SCRAPPED? With traffic in Cebu worsening, the question some drivers are asking is if the Sydney Coordinate­d Adaptive Traffic System installed in major city junctions is still working. The system is designed to balance the movement of vehicles on different sides of traffic lights to ensure smooth traffic. Why do some drivers think the system no longer works? It's because some vehicles are still held at a stoplight for a long period of time even if there is no traffic crossing their path.

STILL WORKING. However, city traffic officials assured the SCATS system is still working although no longer at 100 percent. This is because some signal boxes have been damaged and their manufactur­ers no longer make the model. Another reason is because traffic officials claimed the Department of Public Works and Highways buried their sensors too deep during road repairs that these can no longer detect vehicles and maintain traffic balance.
