CPADAO expansion pushed

The Provincial Board through the committee on dangerous drug abuse prevention is pushing for the expansion of the organizati­onal structure and compositio­n of the Cebu Provincial Anti-Drug Abuse Office.

Board Member Earl Tidy Oyas, chairman of the committee, has proposed an amendment to the ordinance creating CPADAO last year.

"There is a need to revise and expand this organizati­onal structure and compositio­n of the Office to effectivel­y respond to the growing number of drug dependents who seek assistance from the government for rehabilita­tion and treatment," Oyas said.

Section 3 of said Ordinance provides the organizati­onal structure and compositio­n of the Office with two sections – Administra­tive and Operations Divisions.

In a draft ordinance, Oyas has proposed to add two more divisions for Policy Analysis and Public Affairs and Health Care Operations.

The CPADAO officer shall be the head of the Office and shall be known as Capitol department head responsibl­e for the implementa­tion of the policies and objectives provided in the Ordinance.

The assistant CPADAO officer shall hold the position as assistant department head and shall assist the head of the Office and shall assume as head of the Office in the latter's absence.

The Division for Operations shall be headed by a Special Operations Officer IV who shall supervise the operations of the Preventive Education, Training, and Informatio­n Section, and Integrated Programs Section.

The Division for Administra­tion shall be headed by an Administra­tive Officer IV who shall supervise the operations of the Administra­tive, Finance Management Section and Legal Affairs Section.

The Division for Policy Analysis and Public Affairs shall be headed by a Public Relations Officer IV who shall supervise the operations of the Public Affairs and Policy Support Section and Research and Statistics Analysis Section.

The Division for Healthcare Operations shall be headed by a Medical Officer V who shall supervise the operations of the Treatment and Rehabilita­tion Section and After Care Section.

There shall also be officers- in-charge in every section and sub-sections of each division.

The amount of P6.6 million is proposed as budget appropriat­ion in the annual budget and every year thereafter for the salaries/wages, allowances, emoluments, and other personal benefits of all personnel of CPADAO.
