City needs resolution only to disburse PAGCOR funds
The charging of the P26.8-million fund of the Philippine Amusement and Gaming Corporation (PAGCOR) intended for Cebu City’s hauling operation this month will be done through a resolution, and not through an ordinance.
Mayor Tomas Osmeña divulged that PAGCOR has issued a clarification that it shall be done through a resolution. His wife, Councilor Margarita “Margot” Osmeña, the new majority floor leader in the City Council, relayed the matter to him.
Last July 11, the council through the motion of Councilor Jose Daluz III, asked clarification from PAGCOR about the new regulations whether it needs an ordinance or just a resolution to release the funds.
The new PAGCOR guidelines issued in April stipulated that the charging of funds under their account shall be done through an ordinance.
Osmeña earlier divulged that the P26.8 M will be through emergency procurement, and not through a public bidding, since the amount would already be needed by July 27 already.
He said they must secure the approval of the council of charging such fund before they can proceed with the emergency procurement of service provider.
Bids and Awards Committee Head Ronaldo Malacora disclosed that they already started the canvassing period yesterday after the Department of Public Services had secured the approval of Osmeña that the P26.8 M will be done through emergency procurement.
“Mao na akong giingon sa balaod basta naa la’y authority from the mayor, dili na kinahanglan, unless og naa gyu’y declaration under state of calamity. Kung wala ra, normal lang because sa provision man gud didto sa balaod niingon man gud if there imminent danger. So, in this case, ang garbage collection is one of the basic services nga gihatag sa siyudad ngadto sa mga tawo then it is also consider as vital public service,” he said.
Malacora expects that the recent service provider of the city, Pasajero Motors Corporation, and the previous provider, the Jomara Konstruckt Incorporated, will participate.
He said they will award the winning service provider which qualifies during the eligibility study and offers the lowest tipping fee by Tuesday.
While the financial documents should prove that the service provider is financially capable to render such services.
Osmeña said for the remaining months of the year for city’s hauling operation, the city government will no longer use emergency procurement process.
Based on the record, city government had already spent P161 million for the hauling operation from December last year after the controversial Inayawan landfill was shut down.
Osmeña said yesterday that they have to fight to get the approval of the proposed supplemental budget for the hauling operation.
