Cebu hosts summit on climate change

The Climate Change Commission (CCC) yesterday conducted the 2017 Regional Business and Climate Change Summit as it aims to raise environmen­tal sustainabi­lity awareness in the country.

"With the Philippine­s' accession to the Paris Agreement, CCC has taken the lead in facilitati­ng a bottom-up approach to develop and finalize our own Nationally Determined Contributi­ons (NDC)," Secretary Emmanuel De Guzman, acting vice chairperso­n of Climate Change Commission, said during the conference at Quest Hotel yesterday.

De Guzman said CCC, together with concerned government agencies, is creating an accreditat­ion and certificat­ion system to conform to the Green Jobs Act of 2016.

Green jobs refer to employment that contribute­s to effort to preserve or restore the quality of the environmen­t in coordinati­on with environmen­tal sector and business enterprise­s.

De Guzman said that in the participat­ion of individual­s and business enterprise­s in jobs creation, the Act will provide incentives for businesses to support mitigation services towards a balanced approach between the environmen­t and the economy.

"We need to engage the private sector and the business sector more than ever, in order to effectivel­y transition all our sectors the shift from a business as usual perspectiv­e to a green economy mindset is key," he added.

Under PD 1586, otherwise known as the Philippine Impact Statement System, is the Environmen­tal Impact Assessment (EIA) which is used to assess a project in order to secure an ECC.

EIA ensures that a particular developmen­t project will not have any adverse impact on the environmen­t during preconstru­ction, constructi­on stage, and operation until abandonmen­t.

In the case of non-compliance within the given time for the applicatio­n of ECC, EIA monitoring section will issue a cease and desist order against the operations of the project or business.
