Cebu hosts summit on climate change
The Climate Change Commission (CCC) yesterday conducted the 2017 Regional Business and Climate Change Summit as it aims to raise environmental sustainability awareness in the country.
"With the Philippines' accession to the Paris Agreement, CCC has taken the lead in facilitating a bottom-up approach to develop and finalize our own Nationally Determined Contributions (NDC)," Secretary Emmanuel De Guzman, acting vice chairperson of Climate Change Commission, said during the conference at Quest Hotel yesterday.

De Guzman said CCC, together with concerned government agencies, is creating an accreditation and certification system to conform to the Green Jobs Act of 2016.
Green jobs refer to employment that contributes to effort to preserve or restore the quality of the environment in coordination with environmental sector and business enterprises.
De Guzman said that in the participation of individuals and business enterprises in jobs creation, the Act will provide incentives for businesses to support mitigation services towards a balanced approach between the environment and the economy.
"We need to engage the private sector and the business sector more than ever, in order to effectively transition all our sectors the shift from a business as usual perspective to a green economy mindset is key," he added.

Under PD 1586, otherwise known as the Philippine Impact Statement System, is the Environmental Impact Assessment (EIA) which is used to assess a project in order to secure an ECC.
EIA ensures that a particular development project will not have any adverse impact on the environment during preconstruction, construction stage, and operation until abandonment.
In the case of non-compliance within the given time for the application of ECC, EIA monitoring section will issue a cease and desist order against the operations of the project or business.
