Pamocor submits lowest bid for equipment rental
Cebu City’s technical working group is now reviewing the bid documents submitted by Pasajero Motors Corporation for the P55-million heavy equipment rental contract.
Bids and Awards Committee head Ronaldo Malacora said that based on the procedure the TWG will evaluate first the documents submitted by the lowest bidder. Malacora said Pamocor submitted the lowest bid but did not divulge amount yet pending the completion of the post qualification process. The other bidder was Jomara Konstruckt Incorporated.
Malacora explained that the technical, legal, and financial documents of the lowest bidder will be scrutinized by the members of TWG.
Among the aspects that will be looked into is the technical capability of the bidder to deliver the services 24 hours a day, its clearances from the Bureau of Internal Revenue, National Bureau of Investigation, and registration with the Philippine Government Electronic Procurement System, among others.
The financial capacity of the contractor to render the required services to the city will also be a big factor in the post qualification evaluation. Cebu City Mayor Tomas Osmeña earlier said that he would have wanted more participants in the bidding.
But Malacora said they cannot also force the contractors to participate.
“Mao man gyud na goal nato nga daghan ang mo-participate but dili man ta kapugos nila gud kung dili sila mo apil kay ilaha manang kagustuhan. Kita ganahan ta daghan aron mas makaminos ta,” Malacora said.
The city government had been very aggressive in enticing more bidders to participate by publishing the scheduled bidding in the newspaper and posting it in PhilGEPS website, the government’s procurement portal.
The city government wants to rent 10 units of compactor trucks and 11 units of open dump trucks.
