Moonlighti­ng CCTO employee resigns

The Cebu City Transporta­tion Office (CCTO) employee who was accused of working as an Uber driver during office hours has resigned from his post.

“He’s being investigat­ed because he’s a regular employee. He resigned [but] we will file charges. I want to make it clear to others. He only have one rule in City Hall -don’t get caught. If I hear something bad about you, and I put you there, then I will terminate you,” said Cebu City Mayor Tomas Osmena.

Osmena first called the attention of the employee, who worked as administra­tive aide at CCTO, on his official Facebook page after receiving a report through text message.

According to Atty. Marie Velle Abella, head of the city’s Human Resources Developmen­t Office (HRDO), the employee tendered his resignatio­n on Wednesday after a clarificat­ory conference.

Abella said the employee admitted during the said conference about not asking authority from the mayor to engage in another job.

The employee also admitted that there were instances when he serve his clients after registerin­g in the biometrics at the City Hall.

The HRDO will still be filing an administra­tive case of dishonesty against the employee. If he is found guilty, the penalty will be terminatio­n. But since he already resigned, the penalty can no longer be imposed but he might be disqualifi­ed to be employed as a government employee again.

She also said the city government does not prohibit the employees of City Hall to do part-time jobs for as long as it will not be done during office hours.

The employees should also seek prior approval from the HRDO for any part-time jobs.

The employee, who has been working in CCTO for 19 years, can still claim his benefits because he resigned.

“It’s actually a good move that he resigned. He did not wait that he would be terminated or dismissed,” Abella added.

Francisco Ouano, the chief operations of CCTO, said that he had knowledge about the employee’s other job, but he did not know that he was doing it during office hours.

He warned other employees of CCTO not to follow the illegal act.
