Ex-Ne­gros solon to sue Visayas deputy om­buds

For­mer Ne­gros Ori­en­tal rep­re­sen­ta­tive and his lawyer are plan­ning to file com­plaints against Deputy Om­buds­man for the Visayas Paul Elmer Cle­mente for al­leged grave mis­con­duct and gross ne­glect of duty.

Con­gress­man Jacinto 'Jing' Paras and lawyer Mar­i­ano Luna, in a press con­fer­ence yes­ter­day, said the com­plaints will be filed be­fore the Of­fice of the Pres­i­dent next week.

The com­plaints stemmed from the al­leged in­ac­tion of the Of­fice of the Om­buds­man-Visayas to re­solve the plun­der case filed against in­cum­bent Ne­gros Ori­en­tal Rep­re­sen­ta­tive Jocelyn Limkai­chong.

Paras lost to Limkai­chong in the May 2016 polls.

Paras claimed that Cle­mente re­fused to en­ter­tain them when they made a fol­low up on the case, which was filed by one of his res­i­dents in 2013.

He de­nied that pol­i­tics was be­hind his plan to file charges against Cle­mente.

Aside from Cle­mente, Paras and Luna will also file an im­peach­ment com­plaint against Om­buds­man Con­chita Car­pio-Mo­rales on November 20, 2017.

This Thurs­day, they will also file charges against Se­na­tor An­to­nio Tril­lanes IV for in­cit­ing to sedi­tion and re­bel­lion when the op­po­si­tion se­na­tor “en­cour­aged the mil­i­tary to kill the Pres­i­dent” in his priv­i­lege speech last Oc­to­ber.

Tril­lanes, in his priv­i­lege speech in the Se­nate last Oc­to­ber 3, said that if sol­diers would dis­cover the amount of wealth Duterte had al­legedly amassed, they might use up all the bul­lets of an M-60 ma­chine gun.

"I am tak­ing the cud­gels be­cause I have to. These are peo­ple who ob­struct the im­ple­men­ta­tion of the pres­i­dent’s re­form agenda," said Paras.

He ear­lier said Tril­lanes, one of Duterte’s most vo­cal crit­ics, com­mit­ted a crim­i­nal act of in­cit­ing the mil­i­tary and peo­ple to sedi­tion, in­cit­ing to re­bel­lion or cre­at­ing a sce­nario for coup d’etat.
