Three of them are watchmen of the Cebu Provincial Detention and Rehabilitation Center (CPDRC) but CPDRC acting warden Audesti Miguel refused to comment on the matter.

According to Bonifer Nacorda, head of the Provincial Human Resource Management Office (HRMO), the contracts of the three were not renewed due to their unsatisfactory performance and have incurred violations.

He added that the HRMO can monitor the performance of their employees through their Performance Management System.

He cited that the system takes note of cases like insubordination, tardiness, and other violations of the Capitol policies. All of these are valid grounds for not renewing one’s contract.

The other two were male JOs are from the Provincial Environmental Natural Resources Office (PENRO) and the other one is a female employee of the Provincial Planning and Development Office (PPDO).

Nacorda said that the reasons for not renewing the contract of the three are ‘redundancy.’

This means that they are performing duties, which is a duplication of another one’s functions.

“Their services were not needed anymore. Meaning, ang iyang trabaho pwede matrabaho sa lain pa,” he said.

At present, a total of 591 contracts of JO employees were renewed. Each has an effectivity of six months. With this, the total number of JOs in the Capitol is 1,839.

Meanwhile, 236 contracts of service(COS) were renewed this year, mostly contracts of employees working in the hospitals.

Nacorda said that the employees hold ancillary positions, which means that the employees are licensed professionals. Each COS has an effectivity of one year.

Capitol has 949 permanent and coterminous employees.
