unless safety measures are in place? The Visayas, especially Cebu is very vulnerable to natural calamities like earthquake­s. Now that PDRRMO has traced earthquake faults here in Cebu that may move in no particular time, this Mayor Tom's order to freeze the constructi­on of high-rise buildings is very important and a very prudent act. Companies must follow the city's standards in terms of building these skyscraper­s. This will lead the city to a very secure and safe place to live in.

It is part of the inherent power of the state to regulate in order to promote the general welfare. As the mayor of the city, it is one of his primary duty to implement rules and regulation for the common good of the people. A permit to construct a building is not a right of every individual but a privilege given by the state, hence it cannot be demanded by anyone, certain rules and regulation must be complied with before the grant of such permit.

Overall the idea would be good in recent highlights of Metro Ayala's fire that took 67 hours to put out, the mayor does have a point in his decision because mainly, this would ensure that constructi­on agencies, would prioritize the reliabilit­y of the infrastruc­tures be there fire or disasters.

I think Mayor Osmena is doing the right thing. Of course, this is just to ensure the safety of everyone and then for that, the constructi­on companies will follow strict and high-quality standards of constructi­ng high rise buildings.
