A 17-year-old teen facing a bench warrant for his alleged involvement in illegal drugs was arrested by operatives of Mandaue City Police Office Station 1 in Barangay Ibabao-Estancia last Sunday noon.

Chief Inspector Aldrin Villacampa of MCPO Station 1 said that the teen was among the nine children who escaped from the Hope of Mandaue Enhanced (HoME) Children Center last month.

He said the minor was also once arrested for allegedly robbing a roadside burger stall in the city in December last year.

“Nadakpan ni siya gahapon, Dominggo, alas 12:05 sa Barangay Ibabao (Estancia). Naa ni siya'y bench warrant katong pag from Tabasa Bitoon, Daanbantayan, Cebu, diagnosed with acute Leukemia needs financial assistance for his chemotherapy.

December, nadakpan ni siya namo nanulis sa burgeran. Pag-(check) namo sa iyahang gamit, naay paraphernalia ug usa ka sachet (sa shabu),” Villacampa said.

Villacampa said this was the second time the minor escaped from the city-run shelter. The investigation also revealed that this minor also snatches things in public along Pacific Mall.

Sought for comment, the minor denied he was involved in drugs and that he once took part in a gang.

He admitted though that he first stayed in the shelter for four months last year and escaped. He got back inside the facility for two months but ran away again.

He said he realized it was a bad idea to flee, considering that

“Dili maayo (molayas),” the minor said.

At a press conference yesterday, City Social Welfare Services officer-in-charge Jessie Perez confirmed that nine children, mostly identified as children in conflict with the law (CICL), fled the facility by using a bed sheet.

“Ilahang gibuhat, ilahang gigamit ang habol. Didto sila niagi sa gym, (sa) gamay ra kaayo nga lungag,” Perez said, based on the accounts of the shelter's house parent and security guard.

The house parent and the guard may have drifted to sleep and were not able to guard the children, he added.

“Bisan unsaon ka nindot ug kalig-on ang facility, wala na ta'y laing lalisan – ang katong house parent ug guard. Pagmata nila, ang last na bata nga ilahang nakit-an, nakatungtong na sa may pader padulong molayat na,” Perez added.

Perez said the other eight have not yet been found.

He added that what CSWS after the incident was to report to the police, who will in turn locate the children and investigate the matter.

Following the escape of the children last month, the center is now left with six children in conflict with the law (CICL) and 32 children at risk (CAR).

With the recent escape of these children, Villacampa said they always warn and advise the children

He said police also profile the rescued children, and if one of them will be rescued again, they will call the attention of their parents.

“Sige na mi'g warning nila, pero mao lagi gahi gihapon og mga ulo. Basta katulo o kaduha nga dakop. Ginikanan na amo atubangon,” he said.

Villacampa, however, admitted that police sometimes put rescue operations on the bottom of their priorities as they have more urgent things to attend to.

Even then, he said they make up to it by doing rounds at night and during dawn.
