Davide won’t suspend ‘dalaw’ in CPDRC

Cebu Governor Hilario Davide will not suspend the visitation rights of the Cebu Provincial Detention and Rehabilita­tion Center (CPDRC) inmates after the greyhound operation last week yielded lesser contraband­s.

In previous occasions, the governor suspended the visitation privileges or dalaw of the inmates when a greyhound operation yields illegal drugs. The last suspension of dalaw was in February this year.

“Klaro kaayo nga that was for personal use. There is peddling inside, mga users there,” he said.

In last April 27’s greyhound operation, only P11,000 worth of illegal drugs was found when authoritie­s searched all the cells. The haul is much lesser as compared to the P23,000 worth of drugs retrieved on February 2.

“Since August 2016, nagkaubos na ang contraband (but) naa gihapon,” Davide continued.

The governor added that this is another proof that the illegal drug operations inside the jail facility have minimized.

Davide also clarified insinuatio­ns that CPDRC is one of the sources for illegal drugs in the province.

“Ang pasabot ana is that the transactio­n is there (CPDRC), not the physical delivery,” he explained.

Davide said that the transactio­ns are made by the inmates inside through phone but the actual supply of illegal drugs is not within the jail facility.

He expressed that the management is having a hard time putting an end to the slipping in of cellular phones, which are considered contraband­s.

He added that he would have wanted the Bureau of Jail Management and Penology (BJMP) to take over the jail management.

Records show that in every greyhound operation, cellphones are consistent on the list ranging from simple keypad phones to high-end smartphone­s.

“Na-problem gyud ta sa cellphone gyud kay kung mag-greyhound ta naay madakpan. Sunod naa gihapoy madakpan. Naa gyud nay nagpalusot diha,” he said.

At present, CPDRC has signal jammers but are not enough to fully cover every nook and cranny of the jail facility.
