Cebu’s chief doctor richest among Capitol dep’t heads

Cebu Provincial Health Office Chief Dr. Rene Catan remains the richest department head among the 23 chiefs of offices in the Capitol, based on his declared wealth for the year 2016 and 2017.

In his Statement of Assets, Liabilities and Net worth (SALN) for 2017, Catan declared P23.5 million of total assets, with no liabilities.

Catan is even richer than Governor Hilario Davide III, who declared a total net worth of P16.6 million.

Davide has P18 million worth of assets that include his real properties and personal properties, but has P1.38 million in liabilities.

The second richest capitol department head is the officer-in-charge (OIC) warden of the Cebu Provincial Detention and Rehabilitation Center (CPDRC) and chief of the Civil Security Unit (CSU) Roberto “Bobby” Legaspi with P12.4 million total assets and no liabilities.

Provincial General Services Office (PGSO) Jone Siegfred Sepe came in third with P5.8 million total net worth.

Among the department heads, the poorest is the manager of the Cebu South Bus Terminal (CSBT) Joey Herrera who declared a total net worth of P145,000. He did not declare any liability.

The other department heads who submitted their SALNs include lawyer Mark Tolentino (provincial administrator) who declared a net worth of P4.8 million; Carmen Remedios Meca (Cebu Provincial AntiDrug Abuse Office) with P2.6 million assets with no liabilities; Alma Sibonga (Provincial Assessor) with P5.7 million assets and P3 million in liabilities; Baltazar Tribunalo Jr. (Provincial Disaster Risk Reduction and Management Officer) with P3.1 million assets and P965, 249.93 in liabilities; Orvi Ortega (Provincial Legal Officer) with P2.8 million in assets and P1.2 million in liabilities; Provincial Treasurer Emmanuel “Manny” Guial with P2.8 million in assets and P1.4 million in liabilities; Provincial Agriculturist Roldan Saragena with P1.85 million assets and P852, 441.53 in liabilities.

The other officials are Provincial Veterinarian Mary Rose Vincoy (P839, 630 total net worth); Provincial Secretary Pulchra Mae Acevedo (P156, 032.98 total net worth) ; Provincial Budget Officer Danilo Rodas (306, 190 total net worth); Provincial Environment and Natural Resources Officer Jasyon Lozano (P769, 999 total net worth); Atty. Ramil Abing, executive assistant to the governor and executive director of Cebu Provincial Sports Commission, (P9719, 000 total net worth); Provincial Accountant Ramon Dumayac (P595, 000 total net worth); Provincial Engineer Hector Jamora (P853, 640 total net worth); and Human Resource Officer Bonifer Nacorda (P772, 852.02 total net worth); and Labor and Employment Officer Julius Chua (P719, 000 total net worth).
