P136M garbage hauling contract bid slated on June 14
The Cebu City Bids and Awards Committee (BAC) has scheduled the public bidding for garbage hauling contract amounting to P136 million this coming June 14.
BAC head Ronaldo Malacora said the P136 million is intended for the month of July to December this year.
The budget is charged to the annual budget of the Department of Public Services for garbage hauling operation this year worth P300 million.
As per rule, during the opening of bids, interested service providers will submit their respective bidding documents.
Then, the Technical Working Group (TWG) will review the bidding documents of the service providers.
Malacora said the TWG will first evaluate the documents of the contractor that offers the lowest tipping fee price.
But being the lowest bidder does not guarantee that the provider will be declared as the winning bidder saying an eligibility study will be conducted.
There are three types of documents that the TWG team will look into in order to ensure that the service provider is completely qualified in all aspects.
These are the legal, technical, and financial documents.
For legal, there should be a business permits, tax clearance, Department of Trade Industry registration, Bureau of Internal Revenue registration, among others.
The technical documents should stipulate where the private hauler would dispose of the city's garbage and must be accredited or must have an Environmental Compliance Certificate (ECC) from the Department of Environment and Natural Resources (DENR) and should also specify the number of hauling equipment it has.
For the financial aspect, the documents should prove that the service provider is financially capable of such services.
Malacora said there is no new condition stipulated in the terms of reference for hauling contract.
Under the TOR, the city requires the service provider to provide a landfill which has an ECC and must have a transfer station facility which has a total land area of 2,000 square meters or more within the city.
Yesterday, BAC held a pre-bidding conference where interested service providers can ask questions about the transaction.
Malacora said the interested contractors who attended the pre-bidding conference have no questions on the TOR.
These service providers are Pasajero Motors Corporation, Jomara Konstruckt Inc. and EVO Solution.
The current service provider of the city government is Pamocor which has a contract amounting to P116 million for the month of February to June this year.
Since the landfill was shut down last December 15, 2016, the city started to contract service provider that would haul the city’s generated trash into a private landfill.

The management of Larsian is set to talk with Cebu City Mayor Tomas Osmeña to utilize the street side outside its premises during its two-month closure.
The area is located along Don Mariano Cui Street, which is often utilized as a parking area for the diners.
Larsian Administrator Joey Herrera said that this was the request aired by the stall owners during their meeting last Wednesday.
“Patabang sila'g asa mobalhin. Ako nay moduol kung asa sila gusto mobalhin,” he said when asked if the stall owners agreed to the temporary closure.
Herrera said that he cannot assure that the mayor will allow the request of the stall owners considering that it might affect the traffic or parking activities in the area.
However, he will personally relay the request to the mayor.
The lot where Larsian is built is owned by the provincial government but the premises outside is owned by the Cebu City government.
The closure will start within the last week of June.
“Basta first day of July, sigurado na gyud na nga mosirado,” Herrera told reporters.
During the closing period, two simultaneous activities will be conducted.
First, the food handlers are required to undergo customer service and food handling training sponsored by the Cebu City government.
Second, the physical structure of Larsian particularly the drainage system will be undergoing renovation and rehabilitation.
Capitol will be spending over P1.8 million for the project, which was already awarded to a contractor early this month.
