Senior Superintendent Joel Doria is leaving Cebu City Police Office today with these numbers: over P414 million in illegal drugs seized, 4,400 raids conducted, and nearly 7,000 drug suspects arrested.

Doria's stint as CCPO director will officially end today, which marks the end of the mandatory twoyear stay for a city police director.

Under Doria's leadership from July 2016 to June 2018, about 8,663 cases were filed in connection to the anti-drug campaign.

In the war against illegal gambling, CCPO under Doria conducted 1,645 operations, arrested 3,181 individuals, filed cases against 1,226 suspects, and confiscated 1,574 moli-moli machines.

Doria's flagship anticriminality program, the so-called Oplan Pokemon, resulted in the arrest of 4,856 persons, confiscation of 7,014 grams of shabu worth P78.2 million, seizure of 119 loose firearms, 707 gambling machines, and P425,363 in cash.

Yesterday morning at City Hall, Doria and Police Regional Office-7 Director Chief Superintendent Debold Sinas paid a courtesy call on Mayor Tomas Osmeña.

During their visit, Osmeña gave his report card to Doria, which contained his accomplishment.

Osmeña said Doria's performance is difficult to surpass.

“He's going to be relieved. You don't want to atop his career path. He's the best. Layo kaayo. We worked very well together. He catches even the small pushers. Like he is a fishing net,” the mayor said.

Doria's successor will be Senior Superintendent Royina Garma, chief of the Criminal Investigation and Detection Group-7.

“No expectations. I met her. Didn't talk much. No directives yet. Just let her do her job,” Osmeña said when asked whether he had marching orders for the incoming CCPO chief, the first female to lead the city police.

For his part, Doria thanked Osmeña for the support that the police office received from the city government.

“In place naman ang lahat ng mga projects natin. Our anti-criminality campaign and campaign against illegal drugs, on course, pati ang ating cooperation with the media, community, business sector and LGU and religious sector, which is the reason kung bakit naging successful ang ating operations,” he said.

Sinas has nothing but appreciation for Doria's efforts.

“How I wish nga magdugay siya but naa man mi policy nga by two years kinahanglan nga mag-move on. Part man pud sa iyang growth para maka-experience pud siya sa lain,” said Sinas.

Doria will be temporarily assigned in PRO-7 while waiting for further order from the higher headquarters.

Meanwhile, Sinas has welcomed Garma as the incoming Cebu City police director, saying she will be a good replacement to Doria.

Sinas said Garma has an advantage because she has served Cebu as chief of CIDG-7 and already has background on the local crime situation.

“Si Garma actually is also a good officer. We don't have a problem with Garma and we are very happy na at least gikan pud siya sa Cebu. She knows the situation,” he said.
