CSC recognizes Capitol’s HRMO

The Cebu provincial government was awarded as a Prime-HRM (Human Resource Management) Institutio­n by being conferred with the Bronze Award, the highest recognitio­n the Civil Service Commission can give to a government human resource office.

HRM Office Head Bonifer Nacorda said that it is the first time the Cebu Province received the said recognitio­n.

Nationwide, there are only 34 awardees. Of the awardees, only three are provincial government units namely Aklan, Pangasinan, and Cebu.

Nacorda explained the award meant that the Capitol’s four system processes for human resource management are certified as one of the best in the country, such as that of the Bangko Sentral ang Pilipinas, for passing the CSC standards.

The four systems he is referring to are equipment, training and developmen­t, rewards, and performanc­e appraisal.

For the first system, Nacorda explained that CSC found that the hiring of Capitol employees is fair and based on merit and not on favors. It also means that the institutio­n has internal policies which are implemente­d and followed.

The second process meant that the employees undergo sufficient training to level up their knowledge and capacity to become more effective and productive part of the Capitol’s working force.

The third one is credited to the activation of a praise committee which evaluates the performanc­es of each employee. This suggests that performing employees are given due recognitio­n and incentives, if necessary, to acknowledg­e their contributi­on and efforts by exuding excellence in their jobs.

The fourth system is the performanc­e management system which measures the performanc­e of each employee by means of their outputs.

Nacorda said that representa­tives from the regional and national offices of the CSC came to validate the HRM system of the Capitol earlier this year.

“Gi-inspect ang tanan natong pamalakad. Meaning to say processdef­ined, sakto sa pagpangala­gad, meaning dunay integrity ang atong upat ka proseso or system sa probinsya,” he said.

Cebu Governor Hilario Davide III expressed gratitude to the commission for recognizin­g the efforts of the Capitol.

He added that the awards would not have been possible if it were not for the efforts of both the office’s leaders and the employees themselves.

The award was handed over to Cebu Province in a ceremony held in Davao City last July 20. Nacorda said that no monetary reward was given.

“Walay cash but more than the monetary is just the affirmatio­n of nga atong gipadagan og tarong ang HR to the level of the Bagko Sentral ang Pilipinas,” he told reporters.

He also clarified that there is no ranking for the award but it is a pass or fail recognitio­n.—
