Zafra bids adieu to colleagues at City Council

Ex-officio Cebu City Councilor Phillip Zafra bade goodbye to his colleagues at the City Council during his last session yesterday.

Zafra, reelected Tisa village chief and outgoing Associatio­n of Barangay Councils-Cebu City Chapter president, thanked his fellow council members and former city mayor Michael Rama for supporting his leadership.

“Mga igsoon ko sa buhat, bisan pa man sa nagkadaiya natong politikanh­ong baruganan dako ang akong pasalamat kaninyong tanan nga inyo gayod akong giisip nga tipik ug kabahin sa kinatibok-an,” he said in his farewell message.

In his five-year stint as exofficio member, Zafra authored two ordinances—The Creation of City Dangerous Drugs Administra­tive Board and The Regulation of Pedicab or Trisikad.

The board is tasked to hear complaints about public nuisances and to strictly enforce the provisions of Republic Act 9165 or the Comprehens­ive Dangerous Drugs Act. Also, the board is tasked to declare establishm­ents used twice in illegal drug activities as public nuisance.

Both ordinances were recently approved by the City Council, but are yet to be signed by Mayor Tomas Osmeña.

Zafra took pride in participat­ing in the formulatio­n of city’s ordinances and other legislativ­e measures.

He also said representi­ng the barangays in the council was among his greatest accomplish­ments as the ABC chapter president.

Recently, Zafra has signified not to seek for reelection as ABC president owing to lack of supporters.

The ABC elections are set on July 30.

Zafra hopes that the new elected ABC president would continue to promote “harmonious relationsh­ip with the mayor and the barangay officials.”

Zafra has been in public office since 1998. Also, he served as Rama’s chief of staff before he was elected as barangay chief of Tisa in 2013.
