House, Supreme Court get ‘moderate’ in Q2
MANILA — Public satisfaction of top government institutions under President Rodrigo Duterte settled in the “moderate” to “good” territories in the second quarter of 2018, with the
Senate registering the highest score.
The Social Weather Stations survey, conducted from June 27 to 30, showed that 57 percent of Filipinos were satisfied and 17 percent dissatisfied with the performance of the Senate.
This yielded a net satisfaction score of “good” +41—four points below its rating in March.
The upper chamber was the only key government institution that recorded a “good” satisfaction rating during this year's second quarter.
The rating of the House of Representatives, on the other hand, plunged by 10 points and by one grade—from “good” +35 to “moderate” +25 in June 2018.
Forty-five percent of Filipinos were satisfied and 20 percent were dissatisfied with the lower chamber.
“This is the lowest since the moderate +16 in December 2015,” the polling firm noted.
It also attributed the decline in the overall satisfaction rating of the lower chamber to the decrease in Balance Luzon (from “good” +34 in March to “moderate” +18 in June), Mindanao (from “good” +40 to “moderate” +26) and Visayas (from “good” +39 to “good” +36).
The Supreme Court's net satisfaction rating remained “moderate,” hardly moving from +20 in March to +19 in June (43 percent satisfied and 24 percent dissatisfied).
It was the high tribunal's lowest rating in six years since the “moderate” +13 in May 2012.
The ouster of Maria Lourdes Sereno as chief justice via a quo warranto petition happened in the second quarter of the year.
Duterte's Cabinet also earned a “moderate” +25 rating (43 percent satisfied and 18 percent dissatisfied). This, however, was down by three points from +28 in March.
“This is the lowest in over two years, since the moderate +22 in April 2016,” SWS said.
A total of 1,200 adults were interviewed nationwide. It has sampling error margins of ±3% for national percentages and ±6% each for Metro Manila, Balance Luzon, Visayas and Mindanao.
