Amid the series of killings in Metro Cebu that has raised concerns among local officials and businessmen, Police Regional Office-7 was recognized by the national police headquarters for its crime solution efficiency.
PRO-7 director Chief Superintendent Debold Sinas announced during the Provincial Advisory Council Summit yesterday that Central Visayas bested all regional police commands in the country in solving crimes with a rating of 78.782 percent.
He said they solved a total of 28,828 crimes from January to September 2018 among them was the killing of Japanese national Junko Hamada in August. The data was based on records from Crime Research and Analysis (CIRAS) Center, Directorate for Detective Management Division of the Philippine National Police (PNP) at Camp Crame.
However, there was no mention how many suspects were arrested and charged in court.Included in the crime solution efficiency are eight focused crimes, including murder, homicide, theft, robbery, physical injuries, car and motorcycle theft, and rape, which are considered index crimes. Non-index crimes, on the other hand, are those violations of special laws and local ordinances such as illegal drugs, vagrancy, among others.
PRO-7 clinched the top spot beating Police Regional Office-1 in Ilocos Region and the National Capital Region which ranked second and third, respectively. Ilocos obtained a rating of 78.775 % while the NCR got 76.79%.
“We are happy that both our effort, that our system has been recognized, if naa crimes masolve, i-solve gyud para mugamay ang mga unsolved crimes and this proves PRO-7 is doing its best compared to other regions,” Sinas said.
Since he assumed office in June, Sinas has been criticized for the series of killings in Metro Cebu. He was even accused by Cebu City Mayor Tomas Osmeña of being behind the killings and the alleged assassination attempt of Councilman Jessielou Cadungog of Barangay Tejero, an allegation he vehemently denied.
Based on records, at least 47 people were killed, including 10 during legitimate police operations in Metro Cebu, since September 26. The killings alarmed local officials and some business leaders who said that the “growing lawlessness” may discourage future investors.
But Sinas insisted that Central Visayas, particularly Metro Cebu, remained peaceful. He said there is no “lawlessness” and the police are doing everything to address the killings. He showed reporters the decrease in crime volume from June to September this year compared to the same period last year.
The data shows that the 3,883 crimes recorded for the period last year has decreased to 3,081 for the same this year.
He also underscored the support of the Embassy of Korea through Consul General Oh Young Hun. The South Korean government recently donated 25 brand new cars to the police in gratitude for the efficient investigation that led to the solution of the murder of a Korean national last September.
Businessman Nelson Yuvalos, chairman of the Provincial Advisory Council Summit, supported Sinas' claims. He said the public should not be alarmed.
Yuvalos claims that the killings did not affect the business community. In fact, there is allegedly a continuous stream of profit for them.
“We want to tell the people nga we don't have to worry, in reality what is happening is that businesses are really thriving, the public should know that an accusation hurled to policemen creating lawlessness is not true,” he said.
Sinas assured the business community that the killings are not related to each other and that some of these were the results of legitimate police operations.
