Skate park deal signing, groundbreaking set on Dec. 5

Cebu City Mayor Tomas Osmeña is now authorized to enter into a memorandum of agreement (MOA) with his sister, Victoria Osmeña, for the establishment of a skate park facility at the back of Fort San Pedro on Pigafetta Street, Cebu City.

The city council, in a regular session Tuesday, approved the resolution of Councilor Eugenio Gabuya Jr., chairperson of the committee on games, amusement, and sports, on the said undertaking.

According to the City Legal Office, the MOA is compliant with the basic requirements of a written contract.

“The terms and conditions stipulated are legally permissible and not contrary to law, morals, good custom, public order and public policy,” read portion of the legal opinion.

The agreement provides that the city government shall provide land for the facility, shall exercise administration and dominion over skateboarding park, and shall absolute owner of the facility after the turn-over and delivery.

Also, the agreement stipulates that Victoria is responsible for the construction of the skate park and she will turn over the facility to the city government once it is done, and among others.

The MOA signing and the groundbreaking ceremony are set on December 5, said Gabuya.

The project is worth P12 million.

Victoria donated P5 million.

Gabuya said the remaining P7 million will be either funded by the city government or another private donor.

The design includes a rink with street course, flat course for beginners, half pipe, bowl, pump track, and mini grand stand.

The project was originally proposed at the South Road Properties (SRP) but the city government decided to utilize the 4,000-square meter property it owned at the back of Fort San Pedro. The area is reportedly more suitable for skateboard enthusiasts than the SRP.

The city government decided to provide a training venue for skateboarders after Margielyn Didal's feat in the Asian games last August.
