Cebu City’s Bids and Awards Committee is now reviewing the bidding documents of Hino Motors, a Manila-based firm, for the procurement of 21 various heavy equipment.

BAC head Ronaldo Malacora said that Hino Motors is under postqualification stage after supplying the required documents.

“Ang Hino maoy nakacomply, siya ang nakapasar pag-opening sa public bidding. Karon gi-postqualification,” he said.

The technical working group will look into to three types of documents; financial, legal, and technical documents.

Under the procurement laws, the post-qualification will take at least two to three weeks.

Malacora said Hino Motors was not the lone bidder, the other participating bidders were Jomara Equipment Corp. and RDAK Transport Equipment Inc.

The two were disqualified during the opening of public bidding after Jomara was not able to reach the required net contracting capacity and RDAK failed to submit other documents.

For this year, the Department of Public Services has set aside P232 million for the procurement of new compactor trucks.

DPS resorted to buying brand-new trucks to reduce city’s hauling expenses. Since October 2016, the city government has spent P133.7 million to rent 21 heavy equipment.

Once Hino Motors will be the declared winning supplier, the equipment will be utilized immediately.

“Naa man sa provision sa contract nga if available na ang equipment before the end of the (rental) contract, pwede na putlon,” Malacora said.

From January to June this year, Geo Transport and Construction Inc. is the contractor for the rental of heavy equipment amounting to P64.5 million.

The contract of the said provider is from January to June 2019. Their pool of 10 compactor trucks and 11 dump trucks will be on call 24 hours a day. —
