CCTO welcomes proposed roads

Saying it will improve traffic flow, the Cebu City Transporta­tion Office has expressed its support to the plan to construct an underpass, a skyway, a bypass road, and a flyover in the city.

CCTO operations chief Francisco Ouano said he is hoping that the projects will not be opposed as more road networks would help alleviate the worsening traffic situation in the city.

“Tanang mga additional nga road networks, amo gyud suportahan sa CCTO kay nagkadagha­n gyud ang mga sakyanan ug mao ra gihapon ang kadalanan sa syudad (We support plans to add more road networks because cars are increasing in number and yet the roads remain in size and number),” he told The FREEMAN.

Ouano said the local and national government­s should work hand in hand to address the need for better mass-transport system and the needed infrastruc­ture.

He thanked the Department of Public Works and Highways-7 for proposing the preconstru­ction phases of these infrastruc­ture projects for the city in 2020.

Cebu City Developmen­t Council is set to endorse almost P6 billion worth of infrastruc­ture projects to the Regional Developmen­t Council-7 this month.

Bulk of the proposals comes from DPWH-7, which proposed P4.77 billion in projects for the city.

Some of the proposals of DPWH-7 include the detailed engineerin­g design and feasibilit­y studies for infrastruc­ture projects. The proposals do not include yet the actual budget to construct these structures.

Among them is P165.7 million for the feasibilit­y study for the constructi­on of Mambaling South Boulevard to Cebu South Coastal Road Extension.

DPWH also asked P290 million in funds for the detailed engineerin­g design for the constructi­on of an underpass, a skyway, and a flyover.

The underpass is proposed to be constructe­d along Juan Luna Avenue corner Cardinal Rosales Avenue and Archbishop Reyes Avenue corner Juan Luna Avenue in the city while the skyway is proposed to be constructe­d along General Maxilom Avenue corner M.J. Cuenco Avenue and M. Gotianuy Street and Rahman Street.

The flyover is proposed to be constructe­d along Osmeña Boulevard corner N. Bacalso Avenue and P. del Rosario Street corner Leon Kilat Street.

Meanwhile, a P40 million budget is proposed to fund the detailed engineerin­g design for the constructi­on of GuadalupeL­ahug bypass road.

The areas where the structures will be built are among those identified by CCTO as congested, especially during peak hours.

Ouano said any improvemen­t for the city’s traffic situation will be supported by the CCTO.

“Dako na kaayo nag ikatabang sa syudad kon naay daghang infrastruc­ture projects kay behind na kaayo ta. Cebu City is next to Manila raba gyud maong dapat napod mo-step up ang syudad ug hopefully i-set aside ang mga political issues kay ang mga tao mag-suffer,” he said.

(That’s a big help to the city because we are really behind. Cebu City is next to Manila, so we need to step up and hopefully set aside politics.)

Ouano said he has noticed that among the days of the week, only Sundays have a smooth traffic flow in the city.
