E-skwela hub in Cebu City’s brgys pushed

An E-skwela hub for every barangay or district in Cebu City is being pushed.

The E-skwela hub is a learning center that provides free use of computers, internet access and printing equipment, and other educationa­l materials to meet the needs of learners in the blended or online learning system.

The E-skwela hub is expected to aid the learners who have limited or no access to all these.

Councilor Rey Gealon, author of the proposed ordinance on the E-skwela hub, said that based on the Department of Education’s report, the ratio of computers to the number of enrolled learners in the elementary level is 1:1; 1:9 in junior high school and 1:3 for Senior High.

Aside from that, only a little over 80 percent of public schools in all levels of basic education have functional computers, accordingl­y.

“There’s clearly a gap that needs to be filled in order to elevate our education system and enhance the learners' capabiliti­es which ardently requires the provision of learning tools and resources as well as access to the infinite knowledge found in the internet,” Gealon stressed.

If this materializ­es, the E-skwela hub will also have available printed material such as books, journals, newspapers, magazines, posters, maps, and charts; audio-visual aids or media, digital devices as well as a venue for alternativ­e learning classes, training, presentati­ons exhibition­s, lectures, seminars, workshops, debates, and other learning activities.

Gealon also emphasized that it should have adequate lighting and ventilatio­n and water stations and sanitation areas.

The E-skwela hub should also have at least one dedicated E-skwela hub employee who will be in charge of the maintenanc­e, management, and sanitation of the E-skwela hub and the accounting of the facilities along with an Informatio­n Technology (IT) expert from the city's Management Informatio­n and Computer Services (MICS) who will be in charge of the immediate troublesho­oting and light repairs of the computers and other electronic devices of the E-skwela hub, and will provide the necessary assistance and training to the E-skwela hub users. —
