Cebu solons top performanc­e survey

All Cebuano congressme­n emerged as the top performing legislator­s in Central Visayas in the latest survey conducted by the RP Mission Developmen­t Foundation.

Sharing the top spot are Deputy Speaker and 5th District Rep. Vincent Duke Frasco (91.5%); Cebu 3rd District Rep. Pablo John PJ Garcia (91.3%); Mandaue City Lone District Rep. Emmarie "Lolypop" Ouano (90.9%); Lapu-Lapu City Lone District Rep. Cindi King Chan (90.7%); Cebu 1st District Rep. Rhea Mae Gullas (90.6%); and Cebu City South District Rep. Edu Rama Jr. (90.5%).

Rep. Daphne Lagon of the 6th District ranked second with 89.3% score. 7th District Rep. Peter John Calderon followed on the third place with 85.2%. On the fourth place is Rep. Janice Salimbagon of the 4th District with 81.9%.

Coming in with fifth place is Cebu City North District Rep. Rachel del Mar with a score of 75.3%. Rep. Edsel Galeos of the 2nd District scored 72.6% and ranked 8th in the survey.

Dr. Paul Martinez, a Global Affairs Analyst and the Executive Director of RPMD, said the ratings the public officials received from their respective constituen­ts not only warrant recognitio­n but also merit commendati­on for their exemplary public service.

These ratings, he noted, represent the 'voice of the people', serving as a direct reflection of the appreciati­on and regard their constituen­ts hold for them.

This acknowledg­ement, he said, underscore­s the significan­t impact and positive perception of their contributi­ons within their district.

Meanwhile, Minglanill­a Mayor Rajiv Enad and Liloan Mayor Aljew Frasco received the highest ratings among all the municipal mayors in the region. Both tied on the first spot with scores 88.8% and 88.2%, respective­ly.

The two neophyte mayors demonstrat­ed exceptiona­l leadership and efficient delivery of public service to their constituen­ts.

They were closely followed by Mayor Sun Shimura of Daanbantay­an, who had an impressive 86.5% rating, securing the second spot, and Teresa Alegado of Consolacio­n, who earned the third spot with 84.7% rating.

Mayor Allan Sesaldo of Argao ranked fourth with 83.1% followed by Mayor Cesar Suan of Cordova at fifth spot with 81.8%. Mayor Ace Binghay of Balamban landed on sixth spot with 79.3%, and Mayor Felijur Quino of Compostela settled seventh place with 77.8%.

Mayor Arthur Despi of Bantayan and Mytha Canoy of San Fernando shared the eighth spot with scores 76.5% and 76.3%, respective­ly. Completing the top 10 are Mayor Ronald Cesante of Dalaguete (75.1%) and Mayor Aljun Diamante of Tuburan (73.6%).

Martinez said the regular assessment of municipal mayors is pivotal for several reasons.

“It not only provides a transparen­t, measurable framework for evaluating the performanc­e and efficiency of local government officials but also encourages a culture of accountabi­lity and continuous improvemen­t,” he said.

He said that by publicly recognizin­g achievemen­ts and identifyin­g areas for developmen­t, these assessment­s foster competitiv­e excellence among municipal leaders, motivating them to innovate and enhance their service delivery to the community.

Moreover, it empowers citizens by providing them with valuable insights into their leaders' performanc­e, enabling informed decisions and engagement in local governance.

The same “Boses ng Bayan” Annual Report shows that the top performing city mayors in Cebu are Junard Chan of Lapu-Lapu City, Samsam Gullas of Talisay City, and Jonas Cortes of Mandaue City.

The three local chief executives achieved exceptiona­l ratings of 92.3%, 91.7%, and 91.4%, respective­ly.

Cebu City Mayor Michael Rama ranked second among the city mayors with 84.5%. Mayor Valdemar Chiong of the City of Naga occupied the third spot with his 81.9% score. Following on the fourth place is Mayor Joie Perales of Toledo City with 80.4%. Mayor Carlos Jose Martinez of Bogo City is on fifth place with 78.2% rating.

Mayor Mix Durano of Danao City scored 76.8% securing him the sixth place while Mayor Patrick Barcenas of Carcar City settled on seventh place with 74.1%.

According to the RP Mission executive, these ratings effectivel­y capture the 'voice of the people,' reflecting the appreciati­on and esteem in which the constituen­ts hold their officials.

“This recognitio­n is a testament to the significan­t and positive impact these officials have had within their districts,” Martinez added.
