The Cebu Provincial Board has approved in final reading the proposed ordinance providing insurance for Capitol’s officials and employees.

The Sugbo Segurado ordinance was passed during the august body’s regular session on March 4, 2024.

This is in support of Governor Gwendolyn Garcia’s decision to seek an alternative approach in providing employees and officials of the Capitol with insurance after realizing that the arrangement of the Capitol with the Government Service Insurance System (GSIS) only yields low claims compared to premiums paid by the province.

Covered under the said accident and life insurance are regular, job-order, contractual workers, co-terminus employees, and the officials of Cebu Province including the governor, vice governor, and the provincial board members.

A lso included as beneficiaries are the mayors, vice mayors, councilors, and qualified officials and workers of barangays in the different municipalities and cities in Cebu Province.

Covered also are all the teaching and non-teaching personnel of the Department of Education (DepEd) and ParentTeacher Association (PTA) Federation presidents from the different public schools in the province. Even canyoneering guides are also included.

Beneficiaries will receive an insurance card from the Capitol.

An initial allocation of P10 million will be shelled out by the Capitol for the implementation of the said program.

The Capitol will form a Sugbo Segurado committee which will create the implementing rules and regulations (IRR), including the processes on how to claim the grant from the insurance system.

The said committee will be headed by the chief of the Provincial Health Office while the members will be composed of the Provincial Human Resource Management Office and Provincial Treasurer’s Office.

The ordinance was authored by Board Member Raymond Joseph Calderon and co-authored Bboard Member Jonkie Ouano and Stanley Caminero. -
