Members of the Parliament gave their resounding approval for BTA Bill No. 31, or the Bangsamoro Kulliyyah Islamic Studies Act of 2023, on its third and final reading this Thursday afternoon, November 30.

The Bangsamoro Kulliyyah for Islamic Studies (BKIS), the first of its kind in the country, will be an institute of specialize­d higher learning, with primary focus on baccalaure­ate and postgradua­te degree programs in Islamic studies and Arabic language.

Attached to the BARMM’S Education Ministry, the Kulliyyah, to be establishe­d in Buluan, Maguindana­o del Sur, will

promote instructio­n, advanced studies, research, extension services, and leading innovation­s in said programs.

BTA Bill No. 31 was initiated by the Government of the Day in an aim to develop and strengthen the Madaris educationa­l system in the Bangsamoro region.

Member of the Parliament Eddie Alih, the Committee on Basic, Higher, and Technical Education chair, highlighte­d that the Kulliyyah will not be exclusive for residents of the Bangsamoro region, but will also be open for everyone across the country.

He added that it will

serve as a hub for research, scholarshi­p, and innovation in Islamic institutio­n.

The enactment of BTA Bill No. 31, Alih added, will pave the way for a comprehens­ive and inclusive approach to higher Islamic education, accommodat­ing modern methodolog­ies while taking into considerat­ion the rich traditions and heritage of the Bangsamoro.

With the approval of BTA Bill No. 31, MMA Act No. 164, or the Regional Madrasah Graduate Education Act of 2003, is repealed. (LTAIS-PUBLIC Informatio­n, Publicatio­n, and Media Relations Division)
