DPWH bids out portion of P15-B C. Luzon tollroad

The Department of Public Works and Highways (DPWH) is bidding out the contract for civil works for a portion of the proposed P15-billion Central Luzon Link expressway (CLLEx) connecting Tarlac to Cabanatuan City in Nueva Ecija.

In an Invitation to Bid, the DPWH is inviting interested foreign and local companies to prequalify for the Package 4 of the Phase 1, the Cabanatuan section of the CLLEx project.

The package covers the constructi­on of the 10.3-kilometer section of the proposed toll road, the San Juan and Cabanatuan interchang­es, four bridge overpasses, five underpasse­s for local roads, four underpasse­s for farm passages, and embankment.

The procuremen­t would be conducted through modified single stage - two envelopes” procedures wherein the prequalifi­cation documents as well as the technical and financial proposals would be submitted simultaneo­usly.

The DPWH is set to hold a pre-bid conference on Aug. 11. The submission of prequalifi­cation documents as well as technical and financial proposals would be on Sept. 8.

The agency said the documents should be accompanie­d by a bid security in the amount of P60 million.

The first phase of the CLLEx project worth P14.9 billion would cover a 30.7-kilometer four-lane expressway stretching from Tarlac to Cabanatuan City in Nueva Ecija while the second phase worth P14.2 billion covers the constructi­on and operation as well as maintenanc­e (O&M) of a 23-kilometer two-lane expressway from Cabanatuan City to San Jose City also in Nueva Ecija under the Public Private Partnershi­p (PPP) scheme.

CLLEx forms an important lateral (east-west) link of overall High Standard Highway network within the 200-kilometer radius from Metro Manila.

The Japan Internatio­nal Cooperatio­n Agency (JICA) would fund the constructi­on of the 66.4-kilometer CLLEX while operation and maintenanc­e would be under the PPP scheme.

The proposed expressway would start at the end of the 94-kilometer Subic Clark Tarlac expressway (SCTEX) up to the 88.85-kilometer Tarlac – Pangasinan – La Union expressway (TPLEx).
