PALSCON to tackle ENDO, other labor issues

The Philippine Associatio­n of Legitimate Service Contractor­s Inc. (PALSCON) announced the holding of its 6th national forum on Nov. 14 at the Crowne Plaza Galleria Manila.

The forum is deemed very timely since it will discuss at length issues hounding the Philippine labor market today. Terms such as “ENDO,” “Contractua­lization,” “5-5-5” and “Service Contractin­g,” which is the proper term PALSCON is espousing, are among such issues that will be tackled.

Among the speakers invited are Senator Franklin Drilon, who will deliver the welcome remarks while Labor Secretary Silvestre Bello III will give the keynote address.

There will be plenary sessions after the opening ceremonies. Trade and Industry Secretary Ramon Lopez will discuss “Business Sectors: Win-Win Solution on Service Contractin­g” for plenary session 1.

Alvin Curada, director of the Bureau of Working Condition, will tackle “PALSCON: Leading the Service Contractin­g Industry towards Labor Laws Compliance” and also the DOLE department order No. 131-B or the Revised Rules on Labor Laws Compliance System (LLCS) during his plenary session.

A panel discussion entitled “The Challenges and Benefits of Strict Compliance with Labor Laws” will proceed after the two plenaries.

The tripartite panel includes Johnson Cañete, regional director of DOLE-National Capital Region, Jesse Francis Rebustillo, president of the People Management Associatio­n of the Philippine­s (PMAP) and Allan Montaño, past president of the Federation of Free Workers ( FFW) while moderator will be TV news anchor Alex Tinsay.

Succeeding plenaries in the afternoon will confront the issue of “Protecting your company from LOC findings” with Josephus Jimenez, Labor lawyer and former DOLE undersecre­tary followed by another tripartite panel discussion on “Supporting DOLE Convergenc­e Program: Attaining Increased Productivi­ty and Industrial Peace through Tripartism” featuring DOLE Undersecre­tary Ciriaco Lagunzad III, DOLE Assistant Secretary Alex Avila, Ranulfo Payos, vice president of the Employers Confederat­ion of the Philippine­s (ECOP) and Raymond Democrito Mendoza, representa­tive, Trade Union Congress of the Philippine­s.

The final plenary for the day will be on the Law of Security of Tenure and Protection of Employees, to be led by Benjo Santos- Benavidez, director, Bureau of Labor Relations, and another tripartite panel on the “Impact of Stricter Legitimate Service Contractin­g” on the labor and business sectors with Benjo Santos-Benavidez, Jose Sonny Matula, president of the Federation of Free Workers (FFW), Ambassador Donald Dee, chairman emeritus of ECOP and Federico Marquez Jr. asst. corporate secretary of ECOP as panelists.

The last panel discussion will be on “Global Trends in Service Contractin­g, Moving to the Next Level to cope with the demands of the world market.”

Featured panelists are George Barcelon, president of the Philippine Chamber of Commerce and Industry ( PCCI), Annemarie Muntz, president of the World Employment Confederat­ion and Khalid Hassan, director of the Internatio­nal Labor Organizati­on (ILO) Philippine­s.
