Briones orders strict compliance with anti-bullying law
Department of Education (DepEd) Secretary Leonor Briones has ordered the strict compliance with the anti-bullying law, warning officials in public and private schools of sanctions for failing to implement its provisions.
Briones issued a memorandum reminding school officials to adopt antibullying policies as provided by the implementing rules and regulations of Republic Act 10627 or the Anti-Bullying Act of 2013.
“All public and private kindergarten, elementary and secondary schools and learning centers are reminded to adopt this policy to address bullying at the school level and to implement bullying protection and intervention programs,” Briones said. .
“As part of the DepEd’s thrust to protect all Filipino learners, education stakeholders and DepEd personnel are also enjoined to adopt this policy,” she added.
Under the implementing rules of the law, all schools are directed to adopt policies that address the existence of bullying in their respective institutions.
The law covers bullying within schol premises, in areas adjacent to the school grounds, inside school buses, at school bus stops, and in school- sponsored activities.
It prohibits bullying using technology as well as retaliation against a person who reports bullying.
In addition to procedures and mechanisms in implementing the law, DepEd said schools should adopt bullying prevention programs that are applicable for all students.
Intervention programs should be instituted to promote continuity of comprehensive anti-bullying policies.
Briones said failure of the schools to comply with the provisions of the law will be meted with penalties.
Public school officials and teachers may face administrative sanctions, while private schools may face suspension or revocation of permit upon failure to comply with an initial notice from the division office.
