PNP plans to buy 35,000 body cameras

- – Jess Diaz

The Philippine National Police (PNP) is planning to procure at least 35,000 body cameras next year for its personnel involved in the government’s war on drugs.

Some P1.8 billion is included in the proposed P3.8-trillion 2018 budget for the PNP’s body cameras.

During yesterday’s hearing on next year’s outlay, congressmen welcomed the plan to equip policemen with body cameras.

Isabela Rep. Rodolfo Albano III, who is Commission on Appointments majority leader, said it would make the PNP’s campaign against crimes more transparent.

“It would compel police personnel who are fond of shortcuts to follow the law and operational rules to the letter,” he said.

Muntinlupa Rep. Ruffy Biazon has filed a bill that will require police officers to use body cameras to deter human rights violations.

PNP chief Director General Ronald dela Rosa has wavered on the proposed procurement of body cameras.

“Yes, pabor ako (I am in favor of it). Give us the camera and we will wear that,” he said in reaction to Biazon’s proposal.

But earlier, Dela Rosa said he would rather buy patrol vehicles and guns for policemen instead of spending money on body cameras.

Human rights advocates and lawmakers have questioned recent police operations, including those in Ozamiz City where mayor Reynaldo Parojinog and several of his relatives and followers were killed, and in Caloocan City where 17-year-old Kian delos Santos was slain.

Lawmakers and rights groups said human rights issues could be easily resolved if policemen wear body cameras.
