Witness saw Carl with boy in police car

Nightmares of 19-year-old Carl Angelo Arnaiz looking straight at him while inside a police vehicle with a young companion before he was shot to death prompted a new witness to offer more informatio­n on the gruesome police killing, Sen. Panfilo Lacson said yesterday.

Lacson chairs the Senate committee on public order and dangerous drugs, which is investigat­ing the surge in police killings last month, with some victims still minors.

The panel was supposed to resume hearings yesterday on the killing of Arnaiz and 17-year-old Kian Loyd delos Santos but bad weather prompted Lacson to move the hearing to Tuesday next week.

The senator said a 21-yearold man visited his office last Thursday and wrote on paper his account of what he saw last Aug. 18 in Caloocan City. The man answered some questions from his staff as the senator was not there.

“He said he saw Carl with a youngster – whom we’ll try to identify – and he vividly described how Carl looked like because they looked at each other. He was there standing outside,” Lacson said.

“He said he could not sleep because he was having nightmares on them looking at each other so he went to our office,” he said.

The senator said the witness related seeing an injury on the victim’s head, a detail consistent with the autopsy report, and recognized two police officers who were inside the police vehicle based on the photos shown to him by his staff.
