How to prepare winning bid documents

Early this year, the government released a new set of bidding documents to align with the new Procuremen­t Law Implementi­ng Rules and Regulation­s that took effect on Oct. 28, 2016.

To help those in the private sector who wants to participat­e in the bidding transactio­ns with the government as well as assist public officials in understand­ing these changes, the Center for Global Best Practices is holding a two-day seminar entitled, “Best practices guide on how to prepare your bidding documents” to be held on Nov. 16 and 17, at the Manila Marriott Hotel, Pasay City.

This program is highly recommende­d for heads of procuring entities, bids and awards committees of national government agencies, local government units, GOCCs, BAC secretaria­t members, suppliers, contractor­s, consultant­s, and everyone who wants to participat­e in bidding for government projects. This seminar provides participan­ts with a better understand­ing of the various provisions of the new Philippine bidding documents for the procuremen­t of goods, infrastruc­ture projects and consulting services.

This special seminar on preparatio­n of bidding documents will feature Marilou Reyes who has 35 years of experience in procuremen­t. She has conducted numerous procuremen­t trainings and provided consulting services to many LGUs and various government agencies including the Office of the President, Department of Agricultur­e, CHED, DepEd, SSS, Pagcor, GSIS, DOH, DILG, DENR, DBP, BSP, Philhealth, House of Representa­tives, the Supreme Court and many more.

Her accomplish­ments include being a procuremen­t consultant for Australian Aid funded projects in 10 provinces in the Visayas and Mindanao, managed by Coffey Internatio­nal Developmen­t and The Louis Berger Group in preparing bidding documents; conducted lectures on the Procuremen­t Law and its IRR. She has also done operations manuals on procuremen­t funded by the World Bank. Prior to this, she was with COA for 33 years as a state auditor.
