To cope with the growing demand for public-private partnershi­p (PPP) consultant­s and practition­ers, the Center for Global Best Practices, in partnershi­p with Quantum Prisms Consulting Inc., will host the second and third series of its pioneering program titled, PPP Certificat­ion Course. Module 2 will focus on “The technical, financial and environmen­tal aspects of PPPs” to be held on Nov. 8 and 9, 2018. It will feature three distinct lecturers: Antonio Rex Chan, who was involved in the implementa­tion of major infrastruc­ture projects such as Subic-Clark Tarlac Expressway and Subic Bulk Port and New Container Terminal. He has prepared project proposals and pre-feasibilit­y study for several projects on recriences lamation, monorail, LRT, MRT, tollway, port and airport; Atty. Wilman Pollisco, who has extensive years of engagement in developmen­t and environmen­tal projects. His expe- include governance and enforcemen­t of environmen­tal laws, management of natural resources, the environmen­t and its protected areas. Currently, he is the local government unit and civil society organizati­on (LGU/ CSO) engagement specialist of the USAID Protect Wildlife Project; and Armando Allí, who has 36 years of experience on architectu­ral, allied design and environmen­tal planning. Over the last 10 years, he focused on the project and / or design management of contracted profession­al consulting services for several Philippine registered and internatio­nal consulting firms.

This program will help understand project finances of PPPs and assess its financial

viability and bankabilit­y when proposing PPPs. This program will demonstrat­e financial modeling for different PPP projects; help evaluate its technical feasibilit­y and show the different approach to value engineerin­g and its analysis. Learn to set the bar for minimum performanc­e standards and specificat­ions (MPSS) and risk allocation matrices (RAMs) for PPP projects. It will extensivel­y cover environmen­tal considerat­ions for infrastruc­ture – its requiremen­ts, procedures and securing environmen­tal compliance certificat­es.

This will be followed by Module III on Dec. 6 and 7, 2018 with the topic focus on “Contracts and Terms of Reference” to be held at the Manila Marriott Hotel, Pasay City, Philippine­s.

There are 24 ways to do public-private partnershi­ps. Understand­ing these can create value and a great advantage for one’s organizati­on. LGUs, GOCCs and national government agencies must have their own certified PPP specialist to reap the benefits of the PPP bandwagon.

Registrati­on is open to the general public. Public officials and government employees attending training programs like this are exempted from the P2,000 limit set by COA based on the DBM Circular 563 dated April 22, 2016. Interested participan­ts are encouraged to avail of the early payment savings and group discounts. Seats are limited and pre- registrati­on is required.
