Rody wants PNPA cadets in sex scandal dismissed

President Duterte has ordered the dismissal of three Philippine National Police Academy (PNPA) cadets involved in an oral sex scandal.

“I will never tolerate hazing. They will be dismissed from the PNPA,” Duterte said on Thursday night after a command conference in Cauyan, Isabela to assess the damage of Typhoon Rosita.

He said the upperclass­men who allegedly forced two freshmen to perform oral sex as a form of punishment for unspecifie­d infraction­s do not deserved to be in the police organizati­on.

“That is taboo. I don’t need that kind of policemen, not in my time,” the President said.

He said the victims suffer from trauma and psychologi­cal problems throughout their lives as a result of the sexual abuse.

“I don’t want my policemen and soldiers to be dehumanize­d,” he said.

Duterte, a member of the San Beda College-based Lex Talionis fraternity, said he had been subjected to hazing.

“I endured pain, I was even hospitaliz­ed,” he said.

Duterte said he refused to kiss a man when ordered by the fraternity master.

One of the three cadets is said to be the son of a PNP general, who is reportedly assigned in Region 6. The father of one of the victims is an official of the Bureau of Jail Management and Penology.

The incident took place at the barracks of the PNPA campus in Silang, Cavite on Oct. 6.

The senior cadet allegedly ordered the plebes to perform oral sex on each other while the two other cadets watched.

PNPA director Chief Superinten­dent Joseph Adnol has been sacked for command responsibi­lity.

It was also during Adnol’s watch when nine cadets were beaten up by six upperclass­men after their graduation rites in March.

Chief Superinten­dent Jose Chiquito Malayo, head of the PNP Counter-Intelligen­ce Task Force, has been named as Adnol’s replacemen­t.

Ricardo de Leon, president of the Philippine Public Safety College, has formed a fact-finding body to probe the incident. The PPSC has supervisio­n over the academy.

Chief Superinten­dent Ramon Rafael of the National Police Training Institute heads the five-man team. Three police officials, including Superinten­dent Basman Macarangal and a guidance counselor from the PNP serve as members.

De Leon said the investigat­ing team would submit an initial report soon.

He said the cadets would be dismissed if they are proven guilty of commiting such abusive act, which is a violation of the Anti-Hazing Law.
