The Dangerous Drugs Board (DDB) lauded President Duterte’s signing of the executive order that institutionalizes the Philippine Anti- Illegal Drugs Strategy (PADS).

DDB chairman Catalino Cuy said the PADS would be the direction and foundation for the administration’s centerpiece campaign against illegal drugs.

EO 66 was signed by the President last Oct. 29 that directed all government agencies to implement the PADS in accordance with their respective mandates. “It is our fervent hope that PADS will lay down the foundation of creating drug-free communities, considering that our commitment extends beyond 2022. EO 66 is an essential tool in gaining advantage and positive breakthrough in addressing the drug problem that besets our society,” Cuy said in a statement.

All government departments and agencies, as well as local government units, were directed to submit to the DDB, the lead implementing agency, their operational plans in relation to the PADS.

The order also mandated the formulation and adoption of a DrugFree Workplace Program and Authorized Drug Testing for both public and private sectors.

Local government units were also ordered to strengthen their anti-drug abuse councils, work in partnership with the Philippine Drug Enforcement Agency and the Philippine National Police (PNP) in implementing PADS.

A nationwide survey to determine drug abuse prevalence shall also be conducted every three years.

PADS outlines the anti-illegal drug efforts and strategy of the administration anchored on a needs-based and evidence-based approach with the goal of having drug-free communities by 2022.
