Learn how to handle LGU sessions, meetings effectivel­y

The Local Government Code of 1991, Section 50 (b)(4) states that: “The rules of procedure shall provide for the parliament­ary procedures, which include the conduct of members during sessions.”

To help all elected officials and the secretaria­t of the Sanggunian­g Panlalawig­an, Panglungso­d, Bayan, Barangay and Kabataan master the parliament­ary procedures for the orderly conduct of meetings and sessions, the Center for Global Best Practices will launch a four-session online training entitled, Simplified Parliament­ary Guide for Local Legislativ­e Bodies to be held on Tuesday to Friday, Aug. 2, 3, 4 and 5 from 1:30 to 4:45 p.m. via Zoom.

Understand­ing Robert’s Rules of Order aligned with the LGUs’ specific internal rules of procedures is essential for all presiding officers, members of local legislativ­e bodies and its committees to actively participat­e in deliberati­ons and crafting of meaningful ordinances and resolution­s. This special training is to equip all government officials with the right knowledge and skills to become an effective debater, legislator and leader.

The program will feature CGBP course director and lecturer, Soc Anthony Ma. del Rosario, MPA, D.E., PDBA, D’Tech, who is also the author of the newly-published book, How to Handle Sessions and Meetings Fast and Easy.

He will share his knowledge based on global best practices and his experience­s as administra­tor of CDA, OIC governor of Misamis Oriental, Sanggunian member in Panlalawig­an, Bayan, and Barangay, as well as having studied various legislativ­e bodies and cooperativ­e organizati­ons in Austria, Belgium, Paris, Spain, Rome,Vietnam,Cambodia and many other countries.

Del Rosario is an educator whose passion is teaching parliament­ary rules to LGU officials and cooperativ­es.
