Protocol for frontliners in terrorist attacks

Terrorism has gone global. How prepared is your organization in a terrorist attack? In times of such crisis, people may panic, become confused, or act impulsively, which can lead to further chaos and danger. Being prepared can make a significant difference – reducing the number of casualties, and ensuring the safety of the many.

As part of its advocacy for disaster preparedness, the Center for Global Best Practices will host a special two-session program entitled Protocol for frontliners in terrorist attacks to be held on Thursday and Friday, June 8 and 9, 2023 from 1:30 to 4:45 p.m. via Zoom.

This pioneering training will teach participants the best practices on how to respond effectively during an attack, which includes situational awareness, coordination and communication strategies with law enforcement agencies and other stakeholders, swift and effective actions to reduce number of fatalities, and mitigation of other potential risks. It is to equip both those in the government and private sectors with the right knowledge and skills to handle deadly attacks and emergency situations of this nature.

Gain first-hand information and knowledge from former FBI head of Philippine operations, Stephen Cutler. With more than 20 years of experience, he was in-charge of terrorism prevention program among many other assignments. In addition to a two-year stint at Interpol’s US National Central Bureau, he oversaw FBI operations in Africa, France, and Eastern Europe for three years.

Registration is open to the general public. It is highly recommended not only for frontliners, but also for business owners, board directors, building officials, administrative officers, occupational safety and security officers, event organizers and marshals, law enforcement officers, disasters and risk management officers, and anyone interested in this topic.

Government funds to be used in this training program will not be covered by Philippine Procurement Law or RA 9184 based on its Revised IRR’s Section 4.5-b, which classifies training and seminars as non-procurement activities. DBM circular 563 issued on April 22, 2016 also exempts public officials and government employees from the P2,000-limit per day on training fees.
